Position Summary
The Senior Project Manager is responsible for supervising all aspects of projects undertaken by Westlake Consulting Group — including, but not limited to, feasibility studies, conceptual planning, budgeting, preconstruction activities, approvals (internal and external), entitlements, construction, close-out and the like. The Sr. PM position warrants individuals capable of facilitating high-performing teams both internally and externally.
This role is assigned to a confidential, high-visibility capital program supporting a leading Bay Area tech campus. The program operates as a high-velocity execution engine across multiple campuses in the Bay Area and Southern California, delivering technical R&D, laboratory, and workplace improvement projects in occupied, operationally sensitive environments. The Sr. Project Manager serves as the tactical execution leader for a defined portion of this portfolio, leading a bench of Project Managers, Assistant PMs, and Project Coordinators. This role is accountable for team performance, portfolio-level risk management, cost integrity, and resource allocation. Strong technical fluency in MEP systems, critical infrastructure, Fire/Life Safety will be required to lead a team of high-performing PMs, holding the assigned sub-portfolio together with discipline and foresight.
Essential Duties and Responsibilities
The requirements listed below are representative of the knowledge, skill, and/or ability required for this position:
Serve as tactical execution leader for a defined portion of the assigned capital program portfolio, ensuring on-schedule, on-budget, on-quality delivery across all assigned projects.
Lead, mentor, and develop a team of Project Managers, Assistant Project Managers, and Project Coordinators; responsibilities include coaching, performance management, and career development for direct reports.
Manage resource allocation and project distribution across the team, aligning project complexity and specialization with team-member expertise; anticipate and mitigate capacity constraints in partnership with the Program Director.
Coordinate and manage overall planning, and permit processes across the assigned sub-portfolio, acting as the primary point of contact for both internal and external communication.
Coordinate cross-functionally with the client's Lab Planning, Facilities Operations & Engineering, EHS, Security, Workplace Design, Culinary, and Fit-Up teams to translate business needs into deliverable scope.
Facilitate contracts with and manage consultant teams as needed; negotiate construction contracts and oversee construction.
Analyze complex schedules and timelines; understand and apply critical-path scheduling across a multi-project portfolio.
Review and understand complex bid analysis for all major components of complex construction projects.
Track costs to date, manage third-party contractors and consultants; liaise with the WCG Controls Manager and contract administration staff on portfolio-level forecasting, variance analysis, and executive-ready financial reporting.
Prepare and maintain regular project documentation, weekly and monthly reporting decisions, entitlements, contracts, project costs, and schedules.
Meet with and lead design and construction teams to establish design criteria and assure that such standards are complied with.
Manage designers, consultants, and contractors on all aspects of project documentation and approvals; review design documents and manage the consultant team.
Serve as the primary escalation point for the PM team on complex delivery challenges, technical questions, and stakeholder conflicts; resolve issues at the Sr. PM level before they require Program Director intervention.
Champion continuous improvement across the assigned sub-portfolio — identify process bottlenecks, propose scalable solutions, and drive their adoption across the PM team.
Manage project close-out and turnover to operating entity or affiliates.

Supervisory Responsibilities
The Senior Project Manager is responsible for supervising a team of three to six (3–6) Project Managers, Assistant Project Managers, and Project Coordinators. Supervisory responsibilities include training, coaching, disciplining, performance management, and terminating employees. The Sr. PM is also responsible for developing the professional growth of direct reports and building a high-performance, collaborative team culture aligned to WCG's values.
Successful Candidate Will Have
Four-year degree in Construction Management, Architecture, Engineering, or a similar discipline.
Ten (10) or more years of construction project management experience, with at least three (3) years leading and developing a team of Project Managers.
Proven track record of running a multi-project portfolio (10 or more concurrent projects) with disciplined cost, schedule, and quality performance.
Deep MEP, Fire/Life Safety, and California code fluency; experience navigating Bay Area permitting authorities.
Experience with cost management and analysis of project costs at portfolio scale.
Ability to review, respond to, and manage critical-path scheduling.
Experience managing cross-functional experts and vendors on large-scale programs to address issues on a timely basis.
Proficiency in Microsoft Office Suite including Outlook, Word, Excel, PowerPoint, Project, and SharePoint; working knowledge of ProCore, Google Workspace, and Bluebeam.
Demonstrated ability to build, retain, and develop high-performance teams in fast-paced, matrix organizations.
Professionalism and strong organizational skills.
Preferred Experience & Qualifications
Experience interacting with senior-level management.
Experience with construction and design contracts, and city permit processes.
Demonstrated market specialty (e.g., Life Sciences, Commercial Office, Advanced Technology / R&D Labs).
Prior high-tech client or advanced-technology campus experience.
Familiarity with capital planning, cash-flow forecasting, and variance management at portfolio scale.
Established Bay Area General Contractor, A&E, and jurisdictional relationships.
Experience mentoring or building a PM bench from the ground up.
Work Environment, Physical Demands & Travel Requirements
The work environment for this position a typical office environment and will be a hybrid mix of the client's primary Bay Area campus, client satellite campuses, WCG offices, and active construction sites. This position requires a minimum of three (3) days per week on-site at the client's primary Bay Area campus, including attendance at the weekly in-person Program Team meeting. Physical demands include the ability to walk active construction sites, climb ladders, access roofs, and operate in laboratory environments with appropriate PPE. Must be able to sit or stand at a computer for extended periods.
Occasional travel to the client's Southern California campuses (Los Angeles, Pasadena, San Diego) to provide leadership coverage during surge periods, high-risk milestones, or critical handovers. Expected travel is 5%-10% of the time and typically involves day-trip or short overnight travel by car and/or airplane in accordance with the client's vendor travel policy.
Benefits and Compensation
This posting is for a full-time (exempt) position. For employees working 20 or more hours per week, Westlake Consulting Group offers a comprehensive benefits package that includes an annual performance bonus, employer-sponsored medical, dental, and vision (premiums covered at 100% for employees and 50% for dependents on the Gold plan; employees who elect a buy-up plan are responsible for the difference in premium cost); Health Care and Dependent Care Flexible Spending Accounts; employer-paid life insurance, short-term disability insurance, and long-term disability insurance; 401(k) retirement plan with a 3% Safe Harbor contribution. Westlake Consulting Group also provides 20 days of paid time off (PTO) per year (40 hours awarded upon hire plus ongoing accrual), paid sick leave (one hour per every 40 hours worked), nine paid holidays, and paid parental leave. PTO and holiday accrual are pro-rated for employees working less than 40 hours per week.
The full salary range for this position is $170,000 to $200,000, commensurate with experience, plus a target annual bonus of $15,000++.

This position warrants an individual capable of facilitating high-performing teams both internally and externally.
This role is assigned to a high-visibility capital program supporting a leading Bay Area tech campus. The program operates as a high-velocity execution engine across multiple campuses in the Bay Area and Southern California, delivering technical R&D, laboratory, and workplace improvement projects in occupied, operationally sensitive environments. Success in this role requires strong technical fluency (MEP systems, critical infrastructure, Fire/Life Safety), disciplined judgment, decisive problem-solving, and the ability to build trust with a dense matrix user groups, project partners, and stakeholders. The Project Manager works as a direct extension of the Program Director and the Project Management team, coordinating with client cross-functional partners, the client PMO, General Contractors, and design consultants.

Own end-to-end delivery of assigned projects from feasibility handoff through design, permitting, construction, commissioning, and operational handover.
Coordinate and manage overall planning and permit processes, acting as the primary point of contact for both internal and external communication.
Facilitate contracts with and manage consultant teams, design consultants, and General Contractors under the client's Master Construction Agreements
Coordinate cross-functionally with the client's Lab Planning, Facilities Operations & Engineering, EHS, Security, Workplace Design, Culinary, and Fit-Up teams to translate business needs into deliverable scope.
Analyze complex schedules and timelines; understand and apply critical-path scheduling.
Review and understand detailed bid/proposal analysis for all major components of a complex construction project.
Develop budgets, track cost accruals, and manage third-party contractors and consultants in completing all activities for assigned projects.
Oversee construction progress, monthly draws, and pay requests; validate that billing reflects physical work in place.
Prepare, submit, and coordinate Methods of Procedure (MOPs) for all activities impacting building systems, life-safety systems, or occupied operations.
Maintain project schedules, risk logs, dashboards, and closeout documentation. Manage and track all project financials
Chair project coordination meetings as needed; publish minutes, action items, and status updates,
Facilitate design coordination, establish design criteria, and assure that such standards are complied with during construction.
Manage designers, consultants, and contractors on all aspects of project documentation and approvals.
Represent the client's interests in change-order negotiations, RFIs, and submittal reviews; mediate and resolve construction conflicts while advancing project goals.
Manage project closeout — punch lists, final acceptance, warranties, O&Ms, As-Builts, Certificate of Occupancy — and coordinate turnover to Facilities Operations, Facilities Engineering, and Lab Operations.
Elevate execution issues, systemic risks, and process-improvement opportunities to the Senior PM and Program Director; contribute to program-level continuous improvement.

Supervisory Responsibilities
The Project Manager does not carry direct reports at time of hire but may provide informal mentorship to Project Coordinators and Project Engineers assigned to their projects. Interfaces daily with General Contractors, subcontractors, A&E consultants, project cross-functional partners, and jurisdictional inspectors.
Successful Candidate Will Have
Four-year degree in Construction Management, Architecture, Engineering, or a similar discipline.
Five (5) or more years of construction project management experience.
Working fluency with MEP systems, critical infrastructure, and Fire/Life Safety code (California Building Code, California Fire Code, Title 24).
Proficiency in Microsoft Office Suite including Outlook, Word, Excel, PowerPoint, Project, and SharePoint; working knowledge of ProCore, Google Workspace, and Bluebeam.
Demonstrated experience managing multiple concurrent projects (five or more at a time) in fast-paced environments.
Ability to communicate effectively and timely — in writing and verbally — with colleagues, clients, and other external partners.
Ability to work effectively in a growing, diverse team environment.
Preferred Experience & Qualifications
